Hamburg's shop opening act expressly lists kiosks as retail outlets. They may open without limit on working days, must close at 2 pm on 24 December when that is a working day, and must stay shut on Sundays and public holidays.
One exception covers shops whose main range consists of newspapers and magazines, flowers, baked goods or dairy products: they may open for up to five hours between 7 am and 4 pm. For a kiosk full of snacks and drinks, then, what counts is what actually dominates the shelves rather than the sign above the door.
Where can you sell on Sundays in Hamburg?
Hamburg designates excursion and tourist areas. According to the Chamber of Commerce they include the Rathausmarkt, Planten un Blomen, the St. Pauli Landungsbrücken, the Elbmeile and the Elbe footpath. From 15 March to 31 October, outlets there may open on Sundays and public holidays from noon to 8 pm if they mainly offer typical goods such as sweets, soft drinks, tobacco and newspapers. Staff deployment is limited, and Sunday openings must be recorded.
The core of St. Pauli also has what is known as the Reeperbahn rule: according to the Chamber of Commerce, from March to December certain streets may trade on Sundays and holidays from 10 am to midnight with an exemption permit, subject to a yearly application and a fee. Since 2010, shops over 100 m² selling mostly food and everyday goods no longer receive this exception.
At the airport, railway stations, the coach terminal and ferry piers, travel goods may be sold on Sundays too. The act's definition of travel goods includes food in smaller quantities and small toys as well. Does that also apply to vending kiosks?
According to an urgent decision by the Hamburg Administrative Court dated 3 November 2023 (7 E 3608/23), yes: a kiosk containing nothing but machines still counts as a retail outlet and must close on Sundays. What suits a Hamburg kiosk?
For a Sunday location by the water, focus on items that fit the permitted list: Toppie fruit gummies, the small AMIGO drinks, or chilled options such as LOTTE Milkis and Cantabile Strawberry Ade. Squishies are not on that list, so they belong to weekday trade.

How do buying and registration work in Hamburg?
As a food business you register with the food inspection team of the district office responsible for your premises; the Hamburg Service finds the right office from your address.
To buy, all you need is a dealer account with proof of business, normally approved within 1–2 working days. There is no minimum order value, so one carton is enough to test a new flavour.
